Kind of ridiculous question

Okay, so I'm new to role-play gateway but I am NOT new to role-playing. I have been role-playing for 3 years now.
My question:
When creating a new character for a role play one wants to join, why do the Game Makers create a character skeleton if there's a "character application". Every other role play I've ever been involved in has had a character skeleton and all that needed to be done was PMing it to the game maker. So can someone just explain how the character submission works?
Like I said, I Feel like it's a ridiculous question, but it seems vital to ACTUALLY beginning a role play
